The practice

Provincial Nominee Programs allow provinces and territories to nominate individuals who intend to settle in that jurisdiction. A nomination is not permanent residence on its own; it is a step that, once approved, supports a federal permanent residence application under the provincial nominee class.

Streams differ materially by province: some align with Express Entry and add 600 points to a CRS score; others are base nominations filed outside Express Entry. Ontario, British Columbia, Alberta, Saskatchewan, Manitoba, the Atlantic provinces, the Northwest Territories, and Yukon each maintain distinct eligibility rules, occupation lists, and processing priorities.
